The Zeltron government calls forth the representatives of the clans. They want reprimands for the damages inflicted on their land and for covertly operating on foreign soil. Accepting this will set the clans back, but will ultimately solidify Mandalore in galactic politics.
Mandalore could also disavow Zeltros' authority. This still involves Mandalore in the galactic arena. Some may view them as belligerent, others may agree with their take on Zeltros in the New Republic.
This could also be clan mercenaries instead of representing the government of Mandalore. This could be a legal loophole, though this will bring to question whether or not Mandalore is a unified state with a military or a haven for mercenaries.
